Imagine you're a congressman.

The CEO of a sleeping bag company knocks on your office door and asks for you to put a tariff on less expensive sleeping bags from Bangladesh. If you pass the tariff, the CEO promises to hire 20 people to produce more sleeping bags! If you don't pass the tariff, they might go completely out of business.

What do you do, congressman?
