Will cap and trade credits really pay for high speed rail?

High speed rail has been a point of contention in the state since it was voted on several years ago. How in the world would we pay for it?

Now they are saying that more taxes will pay for it, in the name of cap and trade.

Assemblywoman Diane Harkey joined the show today to dispel the myths that cap and trade will be the solve all for the budget when it comes to high speed rail.
