Oceanside proposition information!

Oceanside city councilman, Gary Felien joined the show today and gave us a run down of Oceanside propositions, E and F. 

Prop E says the following: Shall Ordinance No. 11-OR0427-1, adding Section 16B16(e) to the Oceanside City Code for the purpose of implementing vacancy decontrol allowing space rents to increase following the sale or conveyance of a manufactured home, be adopted?

Prop F says the following:Shall the proposed amendment to the Charter of the City of Oceanside, to establish numbered, elected at-large seats; establish a June first-round election, and a November runoff election for any June election where no candidate receives over 50% for all elected offices, effective for the June 2014 election; establish a first-round election and runoff election if no candidate receives over 50% for any special election to fill a vacancy or recall election, be adopted?
