SAN DIEGO (CBS 8) - Governor Jerry Brown has signed "Kathy's Law," which is geared at better protecting victims of domestic violence.
The law is named after Kathy Scharbarth, a Carlsbad mother who was murdered by her ex-boyfriend after filing a restraining order against him last year.
"Kathy's Law" gives judges the power to place GPS tracking devices on individuals who have restraining orders against them or have a history of domestic violence.
