Ramona's Prop R... another bad bond or legit need?

We have heard about so many bonds going wrong, we no longer can just pass bonds because they are "for the children".

Poway, San Diego Unified... bad bonds are everywhere! But San Diego Taxpayers Association actually endorsed Prop R, a bond measure in Ramona. Why? What is the difference? Is there one?
