SAN DIEGO (CBS 8) - The Regional Water Quality Control Board is deciding the fate of a proposed toll road extension near Trestles Beach.
Hundreds on both sides of the issue packed the board's meeting in Kearny Mesa Wednesday.
The Foothill-Eastern Transportation Corridor Agency is seeking a permit to build a 5 1/2-mile extension of the 241 toll road into San Juan Capistrano.
Opponents fear its the first step in extending the road to Interstate 5 in San Onofre, which they say would harm the environment at the popular surfing spot.
"We thought it was dead in 2008 when the coastal commission rejected the road but now the agency is trying to bring the road back by building it in pieces. It's illegal, it's wrong," Damon Nagami of the Natural Resources Defense Council said.
Supporters say the extension would increase mobility around Orange County and create hundreds of much-needed jobs.
