SAN DIEGO (NEWS 8) - After being shut down for hours, all lanes on the southbound Interstate-5 connector to northbound Interstate-15 opened Monday afternoon.
The northbound I-15 lanes were shut down after what was initially reported as cement spill.
Crews later learned the truck had spilled wet sludge it was carrying from the bay.
The road was then shut down to avoid a hazardous situation for drivers while workers cleared the mess.
