The San Diego Association of Governments (SANDAG) has been trying to covertly passed a bill that would create a “congestion tax” for those who drive during peak times on our busiest San Diego freeways. However, the craziest event that occurred, and backfired, was the governing body tried to switch a meeting to vote on the matter and move up the date.
